key shaft missing

I recently acquired a 4 stroke bike that I got for a STEAL. After checking that the motor fires up i realized I was getting any propulsion because both key shafts are missing from both sides of the transmission asbly. is this something that has to be very specific or can I just fabricate this out of scrap steel in my shop. also the bolt that holds the clutch in place seems to be loose because there is a little side to side play in the clutch (short chain side) any tips or tricks to get that tightened? The plan with this is to switch the motor to a customized frame but keeping in on here to work out the basic issues for the moment.

Thanks
EG

Seems like a janky type issue I had to address after I lost a key for the jackshaft while out...

The initial fix was a screwdriver which I just bent until it broke off (the cheap harbor freight type that you can get for free with those magic coupons) and that served well till I got home, that was because of a loose or oily set screw. Once I was home I found an allen wrench that I could part with that was the same width as the keyway and ground off 2 opposing "corners" so it would slide in.

I also set the set screw but you don't have one. You have some type of hose clamp that would prevent the key from backing out, use that or if possible put a large washer under the nut nearest to keep the key in, from the looks of it you may nut have enough room to do that since the bolt looks too short..

Just put something in there and give it a way to stay there and the problem is solved.

Oh my...
