I think the registration acts as a title for the DMV's use in CA. It also came with a bunch of stuff for the new owner to fill out and sign to transfer ownership or for the current owner to fill out if the vehicle is destroyed.

Well, I'm pretty sure the DMV are total idiots in every state, it might be possible to register it in CA and transfer it to another state. In some cases that might be possible and easier than trying to get a title and a VIN. I know that NV handles it much like CA but other states are more strict and some states don't require any registration at all for a moped.
