magneto wont move at all

its not the woodruff key when i turn the back wheel it doesn't spin and when i try to move it myself it wont move ay all

By trying to move it yourself, is this with your hands, or by turning the nut on the crank with a wrench?

When trying to turn it with the back wheel are you disengaging the clutch at the lever (letting it out)? If so, how much resistance do you get when turning the wheel? Is it turning very easy or is there a lot of resistance?

Sooooo if the back wheel doesn't wanna turn with the clutch DISENGAGED, there could be a couple problems. And if the magneto still isn't turning, again, with the clutch DISENGAGED, then either #1 you're not turning hard enough or #2 there's something wrong in the engine.
I'd take the head/cylinder off and peak inside and make sure everything is O.K.
Also what could be happening, is there could be something wrong with the driveline (Wheel, chain, sprockets, etc.) that is preventing the wheel from turning, which in theory shouldn't affect the engine with the clutch disengaged. BUT if the clutch is misadjusted, it could not be disengaging all the way, and thus keeping the magneto from turning.

Ummmm ok. So the back wheel moves with the clutch disengaged? That is as it should be.
Now we have to address the magneto not turning. Like I said before, take the head off (Or the entire cylinder in the case of a 1 piece) and peek inside and see if you can find the problem. The whole job is easier than it sounds if you haven't done it.

Here's a video where a kid does it. It looks like he replaced his bolts with allen bolts, you're probably gonna have to use a 14mm socket.

Never replace your head studs with bolts, re-torquing can cause stress on the threads in the case.
