What does the primer do when the carb is on the engine?
It depends how I have the line. If I have the return line, The one that just goes into the tank connected to the top of the carburetor, when I press the bulb I don't know if it sucks air in or pushes out But basically I hear a hiss, And I could get the engine to kick here and there.
If I have the fuel line, The hose with the filter, connected to the top of the carburetor where the primer bulb is, when I press the bulb it sucks in gas, I could see gas in the bulb, But it won't kick over no matter what I do.
 
5 pages of posts trying to help. Who knows what you've done to that carb? Buy a new one for $10. When you get it do NOT touch any adjustment screws. Just install it correctly, including the lines. It should run.

On the intake side of the carb there is a small hole, this has to be in line with a hole on intake manifold. Did you compare new and old side by side?

OP said it spits gas when off the engine, I want to know if there was a flow when the carb is installed. Please answer questions directed to you to save confusion.
