Meeting EPA Class 1 Emission Standards

I've been involved with small displacement transportation for a while and I'm looking to start producing a cost effective form of transporation but i'm running into some issues with U.S. regulations. Are there currently any 49cc 4 stroke engines that meet the EPA's Class 1 standards? I've found that the GX50 model meets phase 3 standards which is 10g/kw-h and the standards for bikes is 1g/km for new manufactured motorcycles. I'm trying to see if this would work or if I need to keep looking for an on road emissions compliant engine.
 
I would check out CARB spec engines found in California, Honda would be your best bet to find out if its possible to get a crate spec on those engines (ie, if they could add/make a catalytic converter so that the engines would run clean enough to pass standard) Although that would also have a purchase minimum that you might not be able to meet/spend on.
Otherwise, see what those 49cc scooters are running for them to pass emissions, they would be the closest match to what you're looking to do in the category.
 
You loose trying to meet US EPA & DOT regulations and make a profit

That's why ya see everything for sale in kit form. They use the disclaimer for use on private property
Kit form isn't a M/B yet, you can buy the kit because nobody knows what your gonna do with it or where you intend to ride it

If you break your state rules, it's on you not them
 
If they actually put the time, research, and money into makin these motor kits truly emissions compliant we would be paying thousands for one kit, mostly because the production output would be very low so the economy of scale you get from mass production would be lost.
