I have zero idea of your mechanical abilities are but I can tell you that you are giving next to zero information needed in order to be able to help you out, you didn't even answer a simple question that Gordy asked you.

Are you pulling in the clutch?
All you said was, "i am still not moving tho".

Time to give details here and probably some pictures of your build on whats going on here, it is tough just guessing without knowing how you built it.

Little things like how fast are you pedaling the bike down the road before you release the clutch lever in order to start, etc.

ok i pulled the clutch and tried to move the pedal forward and it would not move the back tire would just drag across the ground idk if it could have been my chain the chain was getting stuck maybe because not enough tension chain would pop off. i recently removed the chain and im getting a new clutch since i messed the other one up and the oil filter also.

That bike is way too small for the engine. The engine should sit straight on the bars. Spark plug in line with the top bar as much as possible. That is not going to work.
