When I was mounting the gas tank I didn't like the way it fit and the fact that it could rotate on the cross bar. My solution was to take a strap (like truckers use to hold down tarps) cut to size and glue (just to hold in place, I used auto trim adhesive in a spray can) it under the tank right where the tank would rest on the bar. Bolt down and it won't move.
