The only exemption Mopeds get here is not having to be titled or registered for road use.
Laws vary and change. I know in my home state South Carolina you don't have to have a driver's license but you do have to have a moped license and a moped tag. If your SC driver's license is suspended for 6 months you can use it for a moped license.

I don't remember the specific details with Nebraska. I think for Mopeds there is a specific endorsement or it simply falls under the same as a Scooter endorsement.

Your right Iam also from Omaha ne also and I checked with the dmv and I do not have a liscensce but to drive a moped you are required to have operator’s liscensce and wear a helmet and I do not do either but police have yet to $&@“ with me!

One way to get around police harassment is to use an electric. They can't do much about the bike.

I personally don't mind or care if people operate a moped without an operators license as long as they know and follow the laws that apply to everybody on the road. In my opinion many laws governing these things are pointless regulations aimed at grabbing more money from the pockets of citizens. Mopeds used to not require a license, but now you have to go give the state money for a plastic card to ride a bicycle with what equates to a weedeater engine on it that can barely do neighborhood road speed limits.

One thing I don't agree with is riding without a helmet. To each their own at the end of the day, but seeing as your hands and your head are the 2 most likely things to hit the ground when riding any sort of bike, gloves and a helmet are a smart idea. I don't know about you, but I would rather not end up as a debilitated vegetable because I didn't want to wear a cheap helmet. Spend $40 and get a bicycle helmet. I would rather have it and never need it than need it and not have it.

Give it time. Greedy politicians are everywhere and I am sure there is some group of people in office somewhere that thinks e-bikes should have a moped license and/or be registered too. If they can squeeze blood from a stone, they will do it.

Until 2021 Tennessee had no e-bike laws. Now they do; as do most states in the USA.

Most have basic laws, sure. There is even federal regulations to go with it. Those were done more to create a dividing line between an electrically assisted bicycle and what is essentially a motorcycle with pedals. People are really good at finding those grey areas and exploiting them - like guys with 4000W bicycles that go 60mph.
