Need a new engine under 50cc

Long story short, Does anyone know where to buy just a 48cc motor? The company I bought from sent me the wrong size motor and when asked to send the right size, I was sent a refund instead. My state requires a license for anything over 50cc, but I have this kit and no motor. Any suggestions where to buy a motor but not the kit?

My state Tennessee does require a driver's license. However in the 11 years that I've been riding, I've never been pulled over. I contribute this to the fact, I completely and fully obey all traffic laws. I don't ride on sidewalks, stops signs means no forward momentum. I'm not seen coming out of known drug locations etc.

These 50cc's look very much like the 66cc china girls, I don't think a cop will be able to tell the difference and I don't think they will measure them.
