Need Help Id engine

I have a motor that I would love to rebuild but there are no markings except what looks like a serial # can some one help id the motor or tell me who might be able to help

maybe a puch moped motor?
it looks like it has a centrifugal clutch on the left side under that cover.
or, it is a gearbox?

I'd say start opening it up and look for part numbers, then Google-fu the part numbers and go from there.
