A non concentric running gear at the wheel with the chain tight will cause more elongation of the chain to a point and then tightening the chain by taking out the slack will start that process all over again.A nice concentric fit of the gear and proper chain tension even without a tensioner will run true for much longer but still wears eventually and 1" or more is too much slack,I tend to re tighten it if there is more than 1/4" of play.
