NA. But I do have some Parmesan I haven't done that yet.. It wasn't real high on my to do list
 
It's true, unfortunately. I have no idea where the 49cc myth started, but it's not written anywhere in California law. If you at least get the plate ($21?) and wear a DOT helmet, it would probably greatly reduce the chance of cops messing with you.

The only "evidence" you've provided is a vehicle code for electric bikes. Which line of 406 (a) exempts china girls from being a motorized bicycle and needing an M2? Other than the rental clause for motorized bikes, the ONLY exemption when it comes to a bicycle with a motor on it is electric. Everything else is considered either a motorized bicycle\moped (m2), a motor driven cycle (m1) or a motorcycle (m1). That's it. There's nothing less than that when it comes to gas bikes in California.

406 (a)
A “motorized bicycle” or “moped” is a two-wheeled or three-wheeled device having fully operative pedals for propulsion by human power, or having no pedals if powered solely by electrical energy, and an automatic transmission and a motor that produces less than 4 gross brake horsepower and is capable of propelling the device at a maximum speed of not more than 30 miles per hour on level ground.

Where do you see an m2 or plate exemption for chinagirls? Whether or not you need an m2 to operate a motorized bicycle is even a question in the knowledge test.. Well I'm not in California or plan on lawyering in California, but the link to the plate info is kinda wrapping it all up in my opinion. The form specifically says "motorized bicycle" and I'm assuming all the links and pages are as updated as they can be. Looking at the top of this forum in the banner it gets laid out pretty clearly what our hobby and products of our hobby are: motorized bicycles.

Want to say a motorized bicycle isn't a moped only works until "the man" just goes out and plainly calls a motorized bicycle a moped all in the same sentence on the same official form, especially when they make it easy and give you 4 simple yes or no questions that either definitely do or do not place your vehicle in that category.

Suck it up at least they made getting a plate easy enough to get a plate, if you aren't a registered dealer/manufacturer then you're going to have some difficulty acquiring VIN's to just stick all willy nilly on whatever object you claim is a moped.
