I kind of want to build something evocative of a puch/peugeot. I found this Kent International commuter bike that would be good

20-25 is within the legal limit i think.
In WA. a Motor Bicycle is considered a Moped
Need a Drivers license
Needs to be registered and have a plate
No insurance required
Gas Motor can be no more than 50cc and 2 HP
Top speed 30 MPH
But ya know what they say "it's only illegal if ya get caught"
California Motorbike/Moped rules are the same
D/L required
Registered and Plate = No DMV inspection, Mail in form #230 with one time fee $23

Should be. And if you plan to stay in that range you can have a very nice and safe bike for alot less than what I have into mine lol

I live in a bit of a sleepy town, and there are WAY bigger problems for the police than some dumb kid putting around on a bike that goes 30 MPH. I look pretty adult anyway.In WA. a Motor Bicycle is considered a Moped

I wouldn't worry too much if I was you either Especially with E Bikes all over the place
Mind your Ps and Qs and the Cops probably won't notice ya
At least have a Headlight and Tail light (working tail/stop light is better) Cops like to see that
If ya do get stopped by the Cops it might just be because they think you bike is cool and want to take a closer look -

I carry it in my saddlebags - If ever asked I'll mount it
I like my novelty embossed Classic Whizzer plate much better
