If you want cheap, buy a crappy scooter . A safe motor bike is not cheap, and a cheap one is not safe .
Please don't think I'm being ' snobby ' but your safety is more important than saving a few dollars.
Buying a used beach cruiser is smart, the wimpy wheels will soon be replaced with safe ones, than you have something ' worth ' putting a motor on. Good luck, keep an eye out for used / discarded parts and close out spray cans of paint.
