Welcome to MBC! 
20cc will probably only be about 1 hp and .8 nm/torque.
whipper snippers usually turn about 7-9k rpm
your best bet is probably spindle drive.
if its half crank you need a 3rd bearing on the shaft or it could break, as you have to put alot of pressure on the wheel so it wont slip and eat the rubber off the tire.
