Carby NT carb question

my primer cap lost I am going to pull the pump pin out and seal it with a rubber cap. will this have an effect on the bowl area or do I need to vent the bowl

so the primer button/pin on my bicycle motor wasn't springing back. I took it out and the casing that held it in basically crumbled away, should I get a whole rebuild kit, buy that part separately, or can I actually make something to replace it?
