OK, what's the thingies stuck in the fins?

Cruising around this forum and other related sites, I've seen random pictures that show these little spacer things stuck between the cooling fins on the HT engines. Here's one from Sick Bike Parts' site:

What are these things, and what are they made of? My guess is it's some kind of sound-proofing device, (but I don't understand how it would work) which leads me to my second question: Could anyone provide tips on making my engine a little quieter? I just bought a kit for my second build, and it's a little noisier than my first. This bike is going to be sweeet, and I can't wait to show it off here, as well as on the roads.
