Oregon has changed the motor assisted scooter law from up to 3 wheels to up to 4 wheels.

vehicle that:
• Is designed to be operated on the ground with up to
four wheels and has a foot support or seat for the
operator’s use;
• Can be propelled by motor OR human propulsion;
• Is equipped with a power source that maxes out at 24
MPH on level ground, and:
o If gas-powered, has a max displacement of
35 cc.
o If electric, has a max output of 1,000 watts
 
The big issue is going to be weight with such a small engine 35cc or a 1000w; especially if you intend to carry a passenger. A 4 stroke is only going to have around 1.6 hp, an affordable 2 stroke is going to have around 3 hp, a model plane 2 stroke 32cc engine can have up to 4 hp but cost nearly $800.

If you have any steep hills to contend with, gears are going to be needed. You didn't state if an automatic transmission clause is included in these requirements. So unless you're in a fairly flat area this may not be a practical build.
