According to Oregon state law, motorized bicycles are classified as mopeds. A moped is a vehicle with the following criteria:

• Designed to be used on the ground with no more than 3 wheels.
• Rider uses seat or saddle.
• Equipped with power source that keeps the vehicle moving without assistance. The source cannot be powerful enough to propel the vehicle forward at more than 30 MPH on a flat road.
