Rear Wheel Not Spinning

I'm facing an issue with a recently built motorized bike. This is my first built so I'm taking my time making sure every last detail is correct. But after I thought I was finally finished, the rear wheel will not spin. I cannot pedal the bike or roll it. I've checked and there is nothing rubbing, what should I do?
 
Is it possible that your clutch has not released? I'm assuming you have a China girl 2 stroke mounted in the frame. Try pushing the clutch lever on the engine by hand and see if it frees your rear wheel.
 
Clutch did nothing. I had to remove the chain (the one for the motor) to get it cut last night and the bike rolled and the wheel moved, but with the chain back on it still will not move. Now with it back on I cannot pedal or move the rear wheel (clutch in or out).

take out the spark plug and see if it moves then

if so, you aren't getting proper clutch action
 
Your clutch is engaged. You're cable is not adjusted properly, it is too loose. Push the clutch leaver in HARD toward the center of the motor, you will feel it release, this is where you cable needs to get to.
