Don't cut. A punch or nail and hammer, and good pliers can do it, but by the time you're done you will almost certainly wish you'd bought the tool. I've done it with a nail. I now own the tool.
Simply grind the nubs flush using bench grinder. Even grind them a little beyond the nubs.. and lay on the cement and pop the link off with hammer and screw driver. Easy enough...
