This covers the head information, the balance of the book is engine specific and topics we can not change such as valve springs, ignition systems etc.
There are limits to what can be done based on parts availablilty and the fact the head is not removable, but working with in the restrictions you can still improve power.

While I'm not going to write a how to on the RS, I can offer some insight on things that I do on Hondas.
To make a real significant change a new cam would be needed, I only made for Hondas and not making them anymore.Increasing CR can be done but requires machinery to do so.
There are considerations for exhaust and intake, that information is available from a couple of websites.

While the book may be dated the information Vizard provides is solid reference material without getting too technical.

The key thing is to measure everything and work with realistic rpm values for the engine's operating range, be conservative and keep in mind this is not a SBC where anything you could want, can be bought off the shelf.
The average person does not have a complete machining facility to make parts.

If you wonder I'm so gruff with people, it is simple. I have put 10 years of R&D into mini four strokes, I have sold a few engines along the way.
Recently I stopped building them for others partly due to issues with owners blindly following advice they got from forums which lead to the destruction of 2 engines.
One was trying to increase compression and against my advice installed after market rings and if my old puter was working I could show pics of a completely destroyed cylinder.
The second was not even run before a couple of "mechanics" convinced him I screwed up on the exhaust port and after hogging it out it made less power than stock.
Both cases wasn't my fault, but I get the blame.
