The guy that makes them is from canada and doesn't ship to the states. If you're in Canada you'll need to contact him thru Facebook if you're in the states it's available from Blakoon motorized bicycles.

Darcy Hemeon makes these clutch as well as other bike parts, and he does ship to the US. I bought a bunch of parts from him and I got them in a week, and I'm in West Virginia.The guy that makes them is from canada and doesn't ship to the states.
