This is an old thread, but I live in Rancho Bernardo right by lake hodges and north county fair. Highland Valley Rd. is two streets down and goes to the 67 to 78 all the way to julian. It is 40 miles from my house right off the 15. the 78 is going to be busier, but Highland Valley is really little traffic, and nice and windy. Once you get out closer to Julian the traffic dies down a lot too.
