Nothing in the law says it has to be input watts. If the use of output watts were challenged, the bike probably could go 50 mph. If I were looking at a commuting option in downtown Chicago, the Gigabyke would deserve serious consideration; especially with the newer lithium batteries about to be sold that do not wear out. Cheating up the bike a few miles per hour, if possible; better keeping up with traffic, would make the bike feel safer. To cover in the event a state were to allow a speed faster than 20 mph, the bike should not have a limiter of 20 mph.
