Should I just get a new bicycle frame?

I had a hi-tensile steel frame that primary had problems with the drop-outs in the rear. I had to put the bolts on the very end of the drop-outs in order for the wheel to be aligned properly. Yesterday my derailleur went straight into the spokes and bent the bottom of the frame a little bit.

Can this be repaired or should I just get a new frame, and get new spokes for the wheels?
 
You can probably just bend the derailleur hanger back to straight. It doesn't require a lot of strength.
Learn to use the limit screws and keep your derailleur properly adjusted then it will not go into the spokes.
I would buy a new, used wheel.
