The Phantom 4 strokes normally. The ignition on them is fairly advanced which contributes to that. A little 4 stroking at part throttle is ok, and normal.

He is not running a Phantom though...He is running a regular stock China Girl over in Lithuania.

In my experience most 2 strokes 4 stroke a bit at any steady throttle. My bike and my four wheeler does it.

Same. As long as it isn't bucking and hesitating, I ignore it.

I meant move the needle up which as you point out is down a notch.
