unknown part?

Hey, I finished the bike im working on and i noticed there is a red washer seal piece that was unused. It looks like it may have something to do with the throttle. Does anyone know what it is for?

Also, this may sound silly, but to start the bike do you:

1. Disengage the clutch
2. Start Peddaling

And if that is so, to just pedal instead of using the engine do you just keep the clutch engaged?

how big is the red washer? the only one i see on my kit is the little one that's the seal for the fuel inlet on the carb.

1-disengage clutch
2-pedal
3-pop clutch

to pedal-only, disengage the clutch and lock the lever.
 
no, this seal washer is bigger, about 1" diameter. It is the same material as the one on the fuel inlet on the carburator, but twice the size.
 
i found that one too, i just had to look closer...i'm sure it's the petcock gasket now.
 
Yep, the instructions with my kit said specifically NOT to use the red gasket...just the black.
