Colleges.
Lots of students ride bikes (sometimes very nice bikes...) and then, abandon them when they leave. Or, they put them in campus storage for the summer, then decide to not come back. Or maybe, they're parked where they shouldn't be, get impounded, and the owner never claims 'em. Lots of reasons, I suppose.
Check with your local campus police and/or facilities department to see if they have sales of abandoned/impounded bikes.
You can find some really nice bikes for not much money - the colleges don't want 'em - they're just taking up space.
