My Nephew is considering a build this spring and likes this frame http://www.bicycledesigner.com/defaulthome.asp?Main=/datasheet.asp?PartNumber=514114 would a HT engine fit??

That frame resembles a Phat chopper.
IMHO, it will not accomodate an in-frame china girl. You can go rack mount.
You could also build a hot looking e-bike with a hub motor kit.
