Wiring all messed up

Hello everyone, I bought my 05 NE5 2 years ago with the understanding that the wiring was messed up so today I figure I would try to fix it.
The bike runs excellent with no problems, the headlight works but the tail light & stop light are on all the time and will blow the 7 amp fuse.
I put a new battery in and it goes dead in 5 minutes and the horn will not work either.
Does this sound like a regulator problem?

Dead Battery etc

Hello fellow Whizzer owner, your brake light switch, (probably rear) is on. the NE5 will NOT keep it's battery charged with brakelight on. the Head and tail are supposed to be on, but the charging system will not support brakelight on all the time.
