Carby won't idle down

I put an 18mm Mikuni on a Na 50 Honda express, I can't seem to get it to idle down. I've put in a 12.5 idle jet didn't seem to make any difference

make sure you have some slack in the throttle cable then use the slide stop to adjust the idle speed

Well ya, the idle stop screw on the carb is the ONLY place to adjust idle.

plenty of slack in cable, idle screw way out, still won't slow down!

Well, you have an odd engine and screwed with carb jetting, at least you know where where to start, the carb.
