Engine Trouble Won’t start. Everything seems fine. What’s the problem?

fuel mixture seems ok, cold start so the choke is on, carb fliar isn’t stuck, timing is fine & sparky plug is sparking. What’s the deal here?

Check head bolt torque and clutch adjustment.

Is the spark plug wet?
