Looks ok . just an air filter. I had that older style, but new kit came with choke on a cable mounted on h.bars.

how far is the idle screw in?

turn it outwards and see if the slide moves down any more.

If so then set it to 3 1/2 turns out as it is stock settings and test it on your engine. after that you can adjust it to your settings of your liking.

All the carby's ive had need a little adjustment from stock as each engine is different.

that looks normal.
if the slide goes all the way down, your engine will not idle.
the slide has to be open slightly for the engine to get enough air/fuel to idle.
use your idle screw to adjust the idle speed.
