Sprockets i need advice

I had some kids at work put my motor on ive had one problem after another! first the carb now I noticed that inside the sprocket the piece is cut and is overlapping and the foam is starting to come out! the bike is running fine should I tighten the bolts line up the piece or leave it alone?

what kind of kit?
what kind of foam?

if it runs well now, can you work on it well enough to make changes that will leave it running well?
