Correct me if I am wrong, but do the drum brakes not require some sort of tab on the forks to function correctly?

I got the brakes on it and took it for a slow short ride: I had heard that rim brakes on chromed steel doesn't stop at all, but man it was an understatement. Just gonna get drum brakes for both wheels before I try to ride it again, engine or not.
