yes it is .. we made a bracket to mount tank and used hose clamps to mount to front forks...

Which chain are you referring too? Dean went away a chain tensioner for the power chain and found that a chain guide (like on dirt bikes) worked better.
The pedal chain is two chains that works off of a jack shaft. Both chains are centered with a arm so there is no need for a tensioner for either chain.
