I don't think you can change the rpm rate. There is one spring inside the clutch. Maybe someone sells a different spring that you can change the RPM rate.
 
I don't have the answers you are looking for but the man that does is Jim Donavan at Max-Torque. My best guess though is that the clutch you have engages at a much lower rpm than 2200rpm. The motor you are using maxes out at 3600rpm You might e-mail Jim at Max-Torque he is very helpfull. http://www.maxtorque.com

I just checked the specs at the Max-Torque site and I'm wrong/incorrect the clutch you have does engage at 2200 rpm. that only leaves 1400rpm of useful range? That seems really narrow
