Wheels Rear wheel shakes up and down (in place)?

Try match marking the tire with a magic marker, and rotating it 180 degrees compared to the valve stem. See if it still is unweighted as badly (also, if you use a reflector, put it at odds to the valve stem or remove it. Reflectors weigh quite a bit sometimes.

put the wheel with no tire in a stand or dropout and see if it is out of round.

If not, I wouldn't worry about it unless you feel it while riding.

Thanks for the reply. I've since figured out it was just a badly molded tire. I checked the rim with no tire, and then tried a different tire with no problem. I still have those tires in case I ever need replacements, but I fitted both my cruisers with the Bell 'comfort' kevlar tires from Walmart. I also wrapped the rim with tons of electrical tape, used thorn resistant tubes, and put in tire liners. I really don't want any flats! ;)
 
I've got a rear wheel on my Landmark that is so out of round that it almost bucks you off at anything over about 15 miles an hour. I ordered a wheel truing stand, I probably should have ordered a new wheel instead.
 
The wheel truing stand will give you hours of enjoyment and a second source of income! (half joking).

If you are good though, all your bikes will run nicely, and your friends will bring you beer.
