Chain tensioner.

so I bought the cnc springer chain tensioner. I also have the anodized covers. Am I installing wrong but seems like it should mount where shown in pic but then how does the cover go on and or have the clutch engage?
I see at another vendor that it's supposed to come with 3 bolts and an extended bucking bar(clutch pusher) mine did not so now Isee the problem.

It looks like you have a kit designed to be used with a centrifugal clutch.
 
i reviewed the .8mm bearing as the spacer and gifts fine now. Clutch still does nit disengage but taking that apart later with a hammer as suggested. Lol
 
Did you ever figure out what to do with the steel ball bearing they gave you? I just bought one of these and can't seem to get the clutch to work.
 
never seen one, but since the plate goes under the cover, I'd guess they want two balls there to make bucking bar reach out to the cam on the clutch arm - were I making that tensioner, I'd have included a longer bucking bar instead of a bearing
