CNS no top end

good day all i have a new fresh build, still breaking in, but runs like @#@$ over 15 miles an hour, is that cause gas is so rich? plug fouls out bad 3rd plug and only 40miles on it acts like its not getting any gas, it is the CNS carb

LOL no the CNS carbs are good,if you cant get get it to idle, that set screw to the RIGHT is to far turned out from stock, allmost had to turn it in all the way to get it to idle, Now just need some new plugs, and going to run at 40 to 1
