why does cns carb run better with pilot jet tube pluged

Most carbs have a float bowl vent tube, not a pilot jet tube. Plugging the vent tube will make it run leaner (after a while when it establishes vacuum) if there is no other possible way for the bowl to vent. Actually that is only true when the air mixing with the pilot fuel comes from the bowl area. Some jets allow a "premixing".
