Colorado law

Am looking at getting my MB registered to ride around Colorado Springs when I move in about 2 weeks to another part of town. It's been stored with a motorcycle cover for the past year...since I couldn't afford to get it registered when I moved here a year ago.

When I look at the form for a low-powered scooter...I don't understand the VIN for a MB. I understand it states you must be licensed for Colorado (I am)...got invoices from Bicycle Engines.com to show I am the one who built it myself...posses liability insurance (will be) and "Every motorized bicycle needs to be registered with its stamped identification number." Does this mean the number on the bottom of the crank or the number on the engine? Once I find this out...will be getting my insurance and my 3 year sticker for $5.85 to be legal.
