Throttle not doing anything/bogging.

I have a 2 stroke 66CC with stock parts, and they are all the same since it was built.. I recently cleaned out the air filter and the cylinder. I also checked and cleaned the spark plug. Whenever it starts cold it runs but the throttle is unable to do anything useful. It requires multiple runs in this state to get it warm enough to fully fire. And when it does it cannot hold an idle, it relies strongly on pedaling. And it cannot seem to maintain even lower speeds without pedal assist. I do not know why this is happening. My bike has around 300 miles on it. And is running a 32:1 mix.
 
Sounds like an air leak, notice any oil from under the head?

How about the jet in the carb? Is it loose in the bowl making for a totally over rich carb? How did that spark plug look color wise?

Did this start before or after you took it apart?

Carb float level could even be off. Seems like a carb problem with the throttle bogging it out untill it heats up.
