Can the stock throttle skin be changed and if yes how.?

Do you mean the grip on the hand throttle or the sheathing around the throttle cable?

I'm sure that he is referring to the housing, if so yes. You would have to cut the small ball off the end of the cable itself, (carburetor end) remove the housing, determine the housing length needed, cut and insert the cable in the housing and solder a new end. There are video's on you tube showing just how.

I've heard members using some type of end they bought or here is a homemade way.

And just in case he means the hand-grips - compressed air or WD40 work.

I'm pretty sure that he is referring to the hand grips.
wd-40, compressed air, or use a razor blade and just cut the old ones off.
