my air filter is always oiled up. i realise your supposed to clean it regulary but i thought that was for dust. is this normal?

well i'm not sure what that means. is it suppose to have oil on it
my guess would be a broken ring. well its not actually my guess but the fruits of brainstormingwhich is what i hoped to be happening here. the bike runs and idles fine though it is lacking in power. could it be a blocked exhaust causing this problem?
I'm open for any sort of info that might help.
