It turns completely but very slowly and jagged when it does, and it won't allow me to pedal in able to start the engine I have now clue what to start with since I can't even pedal to check to see if anything else is wrong and I don't understand what the screw tool is that came with the kit or how to use it? Thankyou!

is this a moped kit or a 2-stroke bike kit, or something else?

is there a coaster brake getting stuck?

did you take the spark plug out & see if it turns?

What kind of engine was supplied with the kit?

It's obvious that you have no idea about how these engine operate. I suggest that you use the "search" function on this site and do a lot of research before attempting to mess around with the engine.
Honestly, you need to educate yourself about the way these engines operate and how they are put together.

I think it may be the spark plug it isn't sparking and I noticed when the spark plug isn't in it is way easier to pedal but that's because their is no compression right?

check that wires are connected to right places and tight

you should hold in the clutch when pedaling until you have enough speed to start the engine

Can you spin the wheel when you pull the clutch lever in? If not then you should start there first. The clutch probably is not adjusted right.
