As I started to sand the obvious bumps on the fenders there is rust just under the paint. Looks like 1/3 of the surfaces are like this and along the seams..might have to strip most of the paint…. Not happy.
If you go through all the work to strip it id treat it with a rust inhibitor/stabilizer so the rust never comes back.
My dad use to restore old Mopars. They all would get rust cancer under the weather stripping gaskets.
They used something called Noverox…then prime & paint.
Yes... I considered that... but it only seemed to appear where there was stress on the paint or around fastener holes.... I also soaked one end of the fender (after exposing the "rust") in Evaporust, and it came off to the bare metal. Pretty sure it was not primer.

I'm sure if there was any surface rust on the fenders, Taiwan would of just painted over it
If there was any left over fenders, gas tanks from a previous year's model WC-1, NE-5, NER
For a new model that was a different colour Taiwan would just paint over it without even scuffing up the paint
It was easy to tell because the paint chips easily and it's the previous years colour underneath
