clutch won't disengage

So I got a new engine and when u pull the clutch lever, the wheel was still turning the engine. So I took the clutch cover and clutch plate off and it's still turning the engine? How is that possible? I took the silver clutch pate off and pedaling is still turning over the engine.

these sometimes get stuck from sitting so long on the trip from china - a few light taps with a hammer should free it
