this sounds politically motivated (it is), but this is a legal question...
when medicare gives a blank-check to the auto-suscribe and high-end providers, we know it really does us cost a ton, but at the other end of our income thru taxes.
if properly "prescribed" and built...is there any reason an elderly or infirm person couldn't choose a tricycle with a front e-hub?
give uncle sam his money's worth, too
